Sealed bids for the furnishing of all labor and material necessary for Contract No. 1 – Replacement of Gravel Pit Road Culvert over Plumb Brook (BIN 2272390) will be received by the Town of Russell, until 4:00 P.M. local time, October 22, 2026. The bids will be publicly opened and read aloud at 4 Pestle Street, Russell, New York 13684.

 Each bid must be accompanied by security in an amount not less than five percentum (5%) of the amount of the bid in the form and subject to the conditions provided in the Information for Bidders. No Bidder may withdraw his bid within forty-five (45) days after the actual date of opening thereof.

This is an exempt capital improvement project, and Bidders shall not include in their bid sales and compensating use taxes on the cost of materials which are to be incorporated into the work and which are to be separately sold by the Contractor to the Town prior to incorporation into the work of the Contract(s).The attention of Bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the Contract.

Bids will not be accepted from Bidder’s determined to be a “Non-Responsible Entity” by the New York State Office of General Services. This Project is a “Covered Project” under New York State Labor Law 220-I and the Bidder must hold a valid Certificate of Registration from the New York State Department of Labor to submit a Bid and at all times for the duration of the Work. Bids will not be accepted from Bidders that have not registered or that have been barred from competing on public works under General Municipal Law 5A-103-b.

The right is reserved to waive any informalities in the Bid and to reject any or all Bids.
